Ter Long is a senior executive with more than 20 years of experience spanning both the private and public sector. He currently serves as Chief of Government Procurement, Ministry of Finance (MOF), leading the procurement profession in the public service. He has a pivotal role in empowering procurement to achieve the desired outcomes with good governance and value for money.
He started his career as a Quantity Surveyor (QS) in Davis Langdon & Seah and was part of the leadership team heading up the Singapore Office prior to joining public service, JTC in 2017. As Group Director of Contracts & Procurement in JTC, he had led the procurement and contract management functions in JTC, including JTC’s Centre of Excellence (B&I and FM).
Ter Long contributes actively towards the procurement community both in the public and private sector space, serving in various platforms and committees. He graduated from the National University of Singapore with a Bachelor of Science, (Hons) (Building) and is also an Accredited Professional Quantity Surveyor (APQS), Fellow of Royal Institution of Chartered Surveyors (RICS), and Fellow of the Singapore Institute of Surveyors & Valuers (SISV).
